The two characters are named Minnie and Paul after the two Twin Cities Minneapolis and St. Paul. The river between them is the Mississippi River, the river which flows in between the two cities. This patch was worn on the sleeve of the Twins home jersey until the end of the 2014 season when it was replaced by a version with a gold trim
